Pia Cayetano: 5 Misconceptions About the RH Bill

MANILA, Philippines – Flower? What flower? Even as a child, Reproductive Health (RH) bill sponsor Sen Pia Cayetano knew her sex education.

“I didn’t understand why my yaya (nanny) called my private part a flower because I’m like, ‘A flower? Is that a flower?’ ‘Coz my mom called it what it was: a vagina.’”

On Rappler’s #TalkThursday, Cayetano stressed the importance of sex education and responded to misconceptions on the RH bill.

Cayetano told Rappler CEO and executive editor Maria Ressa she is relieved that the RH bill hurdled the period of interpellations at the Senate this week.

The interview was conducted on Thursday, June 7, or exactly a year after the senator delivered her sponsorship speech on the measure. Cayetano is chairperson of the Senate Committees on Health and Demography, and Youth, Women and Family Relations.

“I’ve gone through one whole year – 9 senators interpellating repeatedly….And although I am a very patient person, I’ve had to explain many times the same thing over and over again,” Cayetano said.

Pia says RH Bill won’t open ‘back road’ for legalized abortion, explains provision on ‘post-abortive care’

Senator Pia S. Cayetano today said that the Reproductive Health (RH) Bill will not lead to the legalization of abortion, nor serve as a ‘back road’ for legalized abortion services, adding that this was an unfounded fear among the measure’s critics that should be clarified.

“The intent of the RH Bill is to uphold the Constitution and in no way tolerate or allow abortion to come in through the back road or behind the scene,” stressed Cayetano, principal sponsor of Senate Bill No.2865, or the proposed ‘National Reproductive Health Act of 2011.’

One provision that has been questioned by RH Bill opponents is Section 3, the measure’s ‘Guiding Principles for Implementation,’ particularly paragraphs (i) and (j), which read:

Pia: Far From Being Redundant, the RH Bill is an Urgent, Necessary Measure

The Reproductive Health (RH) Bill cannot be dismissed as a mere duplication of existing laws. Far from it, the measure’s passage would lead to the adoption of a clear-cut and cohesive national policy on reproductive health and responsible parenthood that should guide the programs of the Department of Health (DOH) and local government units (LGUs).

This was stressed by Senator Pia Cayetano at the continuation of plenary debates at the Upper Chamber last week on Senate Bill No.2865, the proposed ‘National Reproductive Health Act of 2011.’

Answering interpellation questions from RH bill critic and Majority Leader Vicente Sotto III, Cayetano, one of two principal sponsors of the measure, disputed the former’s contention that the RH Bill was unnecessary since it was merely duplicating existing laws.

“To say that [the RH Bill] is unnecessary simply because there are other laws that touch on a similar matter� [is not] a sufficient reason not to pass this law,” she emphasized.
