A “reproductive health bill” in the legislature that calls for public education on birth control and government subsidies to make it available to everyone has the support of 70% of Filipinos, polls show. But the measure has been blocked for years amid vehement opposition by the Roman Catholic Church.

Of the roughly 5.5 million working children in the Philippines, more than half are in hazardous circumstances, the 2011 Survey on Children of the National Statistics Office says.

The report, launched June 26 by the International Labor Organization (ILO), shows that 3 million of the Filipino children, between the ages 5 and 17, are in hazardous child labor.

“What is crucial now is to tackle and to monitor progress in reducing child labor on a regular basis,” said Director Lawrence Jeff Johnson of the International Labour Organization (ILO) Country Office for the Philippines.

He urged the government, employers, workers’ organizations and local communities to look for immediate solutions to reduce child labor in the Philippines.

The Philippines has the highest number of teenage mothers in South East Asia.

The country’s population continues to grow by two million people every year, with the number of teenage mothers rising by 70 per cent in 10 years.

Although sex education is controversial in the mostly Roman Catholic country, the 200,000 teen pregnancies each year is fuelling calls to educate young women about birth control.

Al Jazeera’s Marga Ortigas reports from Manila.
